- welfare and counseling activities for children and minors
- adoption activities, activities to prevent ill-treatment of children and others
- household budget, marriage and family, borrowing and debt management counseling services
- community and neighborhood activities
- victims of domestic and international disasters, refugees, migrants, etc. including temporary and permanent asylum
- assistance and training for the unemployed in finding employment, where the role of education is limited
- establishing entitlement to welfare benefits, rent subsidies or food stamps
- full-time institutional care for the homeless and other socially disadvantaged
- charitable activities such as fundraising or other social assistance activities
